A GeM buyer is an officer of a central or state department, a PSU, an autonomous body, a local body or a constitutional body, at the level of a Deputy Secretary or equivalent. The primary user registers the organisation, and the secondary users are the buyer, the consignee, the DDO and the paying authority.
GeM's own training material lists the transactions a DSC or eSign can verify: a bid or Rate Agreement published by the buyer, a bid corrigendum, a contract generated by the buyer, a CRAC generated by the consignee, and a bill generated by the buyer.
The same material answers the question directly. A user can verify with an eSign or a DSC, or carry on using an OTP, so on the buyer side a DSC is a choice and not a mandate.
The eSign option on GeM is Aadhaar eSign, and GeM's training material points buyers to an eMudhra eSign account for it.
The DDO who pays a GeM bill signs it in PFMS, not on GeM.

Can a domestic seller use an OTP instead of a DSC?
Yes, GeM lets a domestic seller sign with an OTP or an e-Sign. A DSC is what you take when you bid often, when the OTP is inconvenient, or when you want the same certificate for GST, MCA and the tender portals.
How do I register my DSC on GeM?
Log in to your GeM seller account, open the DSC option under the seller profile settings, and add the certificate from the plugged-in token with its PIN.
What is the difference between the primary and secondary user DSC?
The primary user is the person who owns the seller account, and the certificate is registered in that name. A secondary user is added by the primary user and signs on behalf of the seller.
Can a foreign seller use a foreign DSC?
The certificate has to be issued by a CCA-licensed Certifying Authority in India, because the portal trusts the Indian PKI. We supply the certificate; the identity documents you send decide whether a foreign national or a normal Indian application is the right route.
Can I use the same DSC on GeM and other portals?
Yes. The same Class 3 signing DSC works on GeM, GST, MCA, EPFO and the tender portals. Each portal registers it once, on its own.
Is a new token needed every time?
Only if it is FIPS 140-3. Since 21 September 2026 new certificates cannot go on older FIPS 140-2 tokens, so any token bought before then will not work. A new token is an add-on at checkout.
