MSTC runs forward e-auctions, including coal, and e-procurement tenders for PSUs and departments. Coal auctions ask for a digital signature, so a Class 3 signing DSC is compulsory there, while e-procurement wants signing and encryption together, which is the combo certificate. We fill and submit the application for you; you do the Aadhaar OTP and video KYC with the Certifying Authority, which issues the certificate. Application support is included in the price.

Documents required

  • PAN card, name as per income tax records
  • Aadhaar card, linked to that PAN and to the mobile. Photo and ID are captured live in the CA's video KYC.
  • Email ID and mobile number for the DSC record
  • For a firm or company: the authorisation letter and the registration documents of the entity

Process

  3. We submit, you do the KYC

    We file the application with the Certifying Authority. You then confirm your mobile and email with OTPs, do the Aadhaar OTP and video KYC with them, and a final eKYC OTP on your phone approves the application. We assist you at every step.

  4. Receive token and register on MSTC

    Get the USB token by courier (or use your own FIPS 140-3 token), then complete the bidder registration on MSTC, select the certificate, enter the token PIN and submit. The portal checks the certificate when you log in to bid.

Is a DSC mandatory for MSTC registration?
For coal auctions and for e-procurement, yes. MSTC's own registration material says a digital signature is compulsory to take part in a coal auction.
Signing or combo for MSTC?
Signing for the forward e-auctions. MSTC e-procurement asks for two certificates, one to sign and one to encrypt the bid, so that work needs the combo.
Can one DSC be used for several MSTC registrations?
Yes. MSTC allows one certificate to serve more than one registration under the same PAN.
Which class does an MSTC auction take?
Class 2 or Class 3 signing, and the portal lists both for auction registration. We issue Class 3.
How do I register my certificate on MSTC?
Complete the bidder registration, choose the certificate from the plugged-in token, enter the PIN and submit. MSTC checks the certificate when you log in to bid.
Can the same DSC work on other portals?
Yes. The signing half also works on GST, MCA and Income Tax, and each portal registers it once on its own. The encryption half is only useful where a portal asks for it.
