Vendor Registration for Large Industrial Buyers: DSC Paperwork

If you supply to the large industrial buyers around Udaipur and Chittorgarh, from the Hindustan Zinc smelter at Chanderiya to the cement plants at Nimbahera, you will at some point register as a vendor. Whether that registration needs a Digital Signature Certificate (DSC) depends on the buyer. This post sets out when a DSC is clearly required, when it depends on the buyer’s own instructions, and how to get one.

Buyers differ, so read their vendor instructions

Each buyer sets its own vendor registration steps. Hindustan Zinc’s Vendor Zone lets new vendors register, log in to a self service portal and view tenders and EOIs. Vedanta’s suppliers page has a registration form. Whether a private buyer requires a DSC is a matter for that buyer’s own vendor instructions, so read them before you apply. We do not describe how any specific plant procures.

Where a DSC is clearly required

Government portals are the clearest case. Rajasthan eProc requires a Class 3 DSC from a licensed Certifying Authority for e-filing on the eTendering portal. GeM, the central marketplace, states that only Class 3 certificates can be used for digital signing, and our DSC for GeM page sets out what that portal asks for. If you bid for government tenders, you need a Class 3 DSC.

Where it depends on the buyer

For private industrial buyers, the answer is in their vendor instructions. Some buyers run their own supplier portals that ask for a DSC; others do not. The safe approach is to read the buyer’s registration page, and if it is unclear, ask their vendor helpdesk. Do not assume a DSC is required just because the buyer is large, and do not assume it is not required just because the buyer is private.

A practical checklist

Before you register as a vendor anywhere, make sure your GST registration is in place, your PAN is correct, and you know who the authorised signatory is for your firm. Each portal registration is separate, so a DSC used for GST must also be registered on eProc, MCA, the income tax portal and so on. See our documents page for the full checklist.
