DSC in Chittorgarh and Nimbahera: Vendor, Tender and GST

Chittorgarh district, about 115 km from Udaipur by road, is the largest cement producing district in Rajasthan. Nimbahera is known as Cement City, and the Chanderiya smelter complex is one of the largest lead-zinc smelter complexes in the country. If you supply to the plants here, bid for their tenders, or run a firm that serves them, you will run into DSC requirements. The industrial base

The DIPR industrial profile for Chittorgarh describes the district as the largest producer of cement in Rajasthan, with cement units including Birla, Wonder and JK Cement at Nimbahera and Mangrol. Hindustan Zinc’s Chanderiya complex runs pyrometallurgical and hydrometallurgical plants and is described as among the largest lead-zinc smelter complexes. Nimbahera’s limestone is used as building stone and as cement raw material.

Who needs a DSC near these plants

Suppliers and MSMEs. Any company or LLP supplying to the plants must sign GST returns through an authorised signatory using a DSC. Other taxpayers can use EVC or Aadhaar eSign. The GST portal accepts PAN based Class II and III certificates.

Tender bidders. If you bid for tenders from the plants or from state departments, you need a Class 3 DSC. Rajasthan eProc requires a Class 3 DSC from a licensed Certifying Authority for e-filing on the eTendering portal. GeM, the central marketplace, states that only Class 3 certificates can be used for digital signing.

What a plant’s vendor instructions will and will not tell you

Each buyer sets its own vendor registration steps. Hindustan Zinc’s Vendor Zone lets new vendors register, log in to a self service portal and view tenders and EOIs. Vedanta’s suppliers page has a registration form. Whether a private buyer requires a DSC is a matter for that buyer’s own vendor instructions, so read them before you apply. We do not describe how any specific plant procures.
