DSC for ICEGATE Customs Portal

Class 3 combo DSC for ICEGATE, signing and encryption on one token, for shipping bills, bills of entry and IGM and EGM. Price, documents, registration.

Class 3 combo costs ₹2,090 for 1 year, ₹2,410 for 2 years or ₹3,630 for 3 years. The USB e-token is ₹550 more if you do not have one.

Answer

Shipping bills, bills of entry, IGM and EGM and the other customs documents on ICEGATE are signed with a Class 3 combo DSC, which carries signing and encryption on one token, in the importer's or exporter's name or in the name of the customs broker who files for them. We fill and submit the application for you; you do the Aadhaar OTP and video KYC with the Certifying Authority, which issues the certificate. Application support is included in the price.

Signing and encryption on one token

Why a tender bid asks for both halves, and who needs the combo instead of a signing certificate.

Is a DSC needed to file on ICEGATE?
Yes. ICEGATE signs its documents with a digital signature certificate, so you have to register one on the portal before a shipping bill or a bill of entry will go through. The portal asks for signing and encryption together, which is the Class 3 combo.
Can I use the same DSC for ICEGATE and DGFT?
Not one certificate for both. ICEGATE takes the Class 3 combo, and the DGFT portal takes the DGFT DSC, which also wants the name on the certificate to match your IEC. Each portal has its own registration.
What is the Common Signer Utility?
It is the small program ICEGATE uses to read your certificate from the token and sign the document. The portal asks for it when it asks for a signature, and it needs Java on the computer.
How do I register my DSC on ICEGATE?
Log in to ICEGATE, open the Services menu, choose the DSC option, then Register DSC. Pick the certificate from the plugged-in token and enter the PIN.
What if my DSC expires and I have pending shipments?
The pending documents will not sign until the certificate is back. Get the reissue before the expiry date, then register the new certificate on the portal the same way.
Can a customs broker sign with their own DSC for a client?
Yes. Brokers file for several clients, and the certificate registered on the portal is the one the documents are signed with. Register the certificate you will actually use.
Is a new token needed every time?
Only if it is FIPS 140-3. Since 21 September 2026 new certificates cannot go on older FIPS 140-2 tokens, so any token bought before then will not work. A new token is an add-on at checkout.
