Rajasthan Tender DSC Guide: eProc Registration and Bidding

To bid on government tenders in Rajasthan you register on the Rajasthan eProcurement portal. This post walks the full process in plain language: which tenders go online, which certificate you need, and what to watch for when you register and submit a bid.

Which tenders go online

Rule 5 of the Rajasthan Transparency in Public Procurement Rules 2013 mandates e-procurement for values notified by the state. The notification effective 1 September 2016 made e-procurement compulsory for goods and services of ₹10 lakh or more and works of ₹5 lakh or more. Thresholds may have been amended after 2016, so check the latest notification before assuming a tender is online.

The certificate you need

The eProc DSC information page states that a DSC of Class 3 category issued by a licensed Certifying Authority needs to be obtained for e-filing on the eTendering portal. For Rajasthan eProc, a Class 3 signing DSC is enough; an encryption certificate is not needed. For e-tendering on other states’ portals or India-wide portals, we recommend the combo (signing plus encryption). Our listed CAs include VSign, Capricorn, eMudhra, Sify, nCODE and PantaSign. If your tender names specific CAs, confirm acceptance with the portal helpdesk before you apply.

Enrolment steps

The portal describes a two step enrolment process. Here it is in plain steps.

  1. Complete online enrolment on the portal using the Click Here to Enrol option on the home page.
  2. After logging into the portal, complete the Digital Signature enrolment with the e-token.
  3. Log in to the portal with the user id and password you chose during enrolment.
  4. Read the tender notice carefully and prepare your bid documents.
  5. When you submit the bid, do not forget to click the Freeze Bid button; bids that are not frozen are treated as incomplete and invalid.

A DSC mapped to one account cannot be remapped to another; it can only be inactivated. This mapping rule is important if you change organisations or roles.

What to watch for when you submit a bid

The portal’s instructions for bidders cover the submission steps and the mistakes that get bids rejected. The BOQ template must not be modified or replaced by the bidder; it is uploaded after filling in the relevant columns only. Bid documents should be in PDF, XLS, RAR or DWF formats. GeM and CPPP are separate portals

Government e-Marketplace (GeM) is a central portal. Its FAQ states that only Class 3 certificates can be used for digital signing on GeM. The Central Public Procurement Portal (CPPP) has its own DSC information page and bidders manual kit. Check the CPPP guidance for its class and combo requirements.

Is Class 3 required on eProc Rajasthan?
Yes. The official DSC page states that a DSC of Class 3 category issued by a licensed CA is needed for e-filing on the eTendering portal.
Can one DSC be used on two accounts?
No. A DSC is mapped to one account only. It cannot be remapped and can only be inactivated.
Do all bids go on eProc?
Only tenders above the notified thresholds. As notified from 1 September 2016 the rules set ₹10 lakh for goods and services and ₹5 lakh for works. Check the latest notification.
Are the CAs the portal lists the only ones accepted?
The help page lists eMudhra, GNFC, IDRBT, MTNL Trustline, SafeScrypt and TCS. Confirm acceptance of other licensed CAs with the portal helpdesk.
