PFMS moves public money, and at certain desks the system wants a signature it can verify. Drawing and Disbursing Officers, Pay and Accounts Officers, PDs, agency administrators and scheme administrators hold certificates on PFMS for exactly that. In Rajasthan the same officer signs the bill on IFMS 3.0 before it goes to the treasury. This post explains which certificate that is, how enrolment and approval work, and how to get the certificate from us.
The provision for a digital signature at DDO level exists because of GeM. The DDO who pays a GeM bill signs it digitally in PFMS, not on GeM itself. Once a DDO is configured for digital signing, the bills processed in PFMS are signed digitally as a matter of routine. Officers who handle no GeM bill work may never be asked for one, so check whether your own login is configured before you order. A Class 3 signing certificate in the officer’s own name. No PFMS document we read names a class of certificate, so we do not claim that PFMS requires one. What we supply is Class 3 signing, which is what the officers on PFMS hold, and if your PAO needs it in writing, ask them before you order. Rajasthan officers get a useful economy here. The same certificate serves on PFMS and on Rajasthan IFMS 3.0. One certificate, two enrolments, each done separately on its own portal. There is no need to buy twice for the two systems.
We are a Registration Authority (RA) for VSign, Capricorn, eMudhra, Sify, nCODE and PantaSign. These CCA-licensed Certifying Authorities issue the certificates. Application support is included in the price.
You order and pay on the site, and then we contact you. Send the department papers and your own documents on WhatsApp or by email, or bring them to our office, and we fill and submit the application for you. You do the Aadhaar OTP and the video KYC with the Certifying Authority, and we assist you at every step. The certificate arrives on a USB token, delivered or picked up from the office.
Once the certificate is on your token, you enrol it on the portal yourself. On PFMS the path runs through MASTERS, then DSC Management, then Enroll DSC, and the Pay and Accounts Officer approves it before it can be used. When you enrol, the screen asks for a purpose, and choosing the bill signing purpose tells the portal this is the certificate the DDO signs bills with. On a state IFMS the equivalent step is a DSC registration request approved by the treasury. Enrolment on the portal is your step, and we assist you through it.
A DSC carries a validity of one to three years. An expired certificate signs no bills, and a bill file waiting on a lapsed signature waits. Get the reissue before the expiry date, enrol the new certificate on PFMS for PAO approval again, and register it again on the state IFMS too. Approval is per certificate, so the new one goes through the same approval as the first.
