How to Register and Bid on Rajasthan eProc with a Class 3 DSC

The Rajasthan eProcurement portal is the platform where state government departments publish tenders and receive bids electronically. It is run by the Government of Rajasthan and designed and hosted by the National Informatics Centre. The State Public Procurement Portal (SPPP) is an information portal under section 17 of the Rajasthan Transparency in Public Procurement Act 2012, but bidding itself happens on eProc.

Which tenders go online

Rule 5 of the Rajasthan Transparency in Public Procurement Rules 2013 mandates e-procurement for values notified by the state. The notification effective 1 September 2016 made e-procurement compulsory for goods and services of ₹10 lakh or more and works of ₹5 lakh or more. These thresholds replaced the earlier limits of ₹25 lakh and ₹10 lakh from September 2015. Thresholds may have been amended after 2016, so check the latest notification before assuming a tender is online.

The certificate you need

The eProc DSC information page states that a DSC of Class 3 category issued by a licensed Certifying Authority needs to be obtained for e-filing on the eTendering portal. The same page tells department users to obtain two key pairs, one for signing and one for encryption. For bidders, read the tender notice and the portal’s bidder guidance; a combo (signing plus encryption) certificate covers both. Enrolment steps as the portal states them

The bidder help page describes a two step enrolment process. First complete online enrolment on the portal. Then enrol the DSC with the e-token. A DSC mapped to one account cannot be remapped to another; it can only be inactivated. This mapping rule is important if you change organisations or roles.

Common errors

Two mistakes are worth knowing before your first bid. The bidder must click the Freeze Bid button to complete the submission; bids that are not frozen are treated as incomplete and invalid. And the BOQ template must not be modified or replaced by the bidder; it is uploaded after filling in the relevant columns only. GeM and CPPP are separate portals

Government e-Marketplace (GeM) is a central portal. Its FAQ states that only Class 3 certificates can be used for digital signing on GeM. Users may also use eSign or OTP where supported. The Central Public Procurement Portal (CPPP) has its own DSC information page and bidders manual kit. Check the CPPP guidance for its class and combo requirements.

Is Class 3 required on eProc Rajasthan?
