# DSC for government officers

A government officer's certificate is issued in the officer's own name against the department, not against a company. The Certifying Authority's identity verification rules name this as a category of its own and cover central and state government employees, statutory bodies, public sector undertakings and autonomous bodies. The department is part of the check: along with your PAN and Aadhaar, the Certifying Authority asks for your office identity card, a letter on the department letterhead from the Head of Office or the competent authority confirming that you work there, and the government identity document of the person who signed that letter. Class 3 signing covers signing an eFile, a bill, a tender or a return. Class 3 combo adds encryption, which is what a bid committee needs when it opens a tender. You order and pay on the site, send the papers to us, and we fill and submit the application. You do the Aadhaar OTP and the video KYC with the Certifying Authority, and we assist you at every step. We do not bill a department.

## Documents required

- Department or office identity card
- A letter on the department letterhead from the Head of Office or the competent authority, confirming that you work there
- The government identity document of the person who signed that letter
- PAN card, with the name as per your income tax record
- Aadhaar card, linked to that PAN and to your mobile number
- Address proof

## Process

1. **Send us your documents.** Send the department papers and your own documents on WhatsApp, by email or at our Udaipur office, and we fill the application.
2. **Complete payment.** Pay for the certificate and the USB token
3. **We submit, you do the KYC.** We file the application with the Certifying Authority. You then confirm your mobile and email with OTPs, do the Aadhaar OTP and video KYC with them, and a final eKYC OTP on your phone approves the application. We assist you at every step.
4. **Receive the token and enrol on the portal.** Get the USB token by courier (or use your own FIPS 140-3 token), then enrol the certificate on the department portal yourself. We assist you at every step.

## Frequently asked questions

**What is a government employee DSC and who is it for?**

It is a Class 3 certificate issued in an officer's own name against the department instead of a company. The Certifying Authority's rules cover officers of central and state government, statutory bodies, public sector undertakings and autonomous bodies under this category, so a department officer, a PSU officer and a university officer all apply the same way.

**Do I need a letter from my department?**

Yes, and it is the one document that sets this application apart from a normal one. The letter is on the department letterhead and comes from the Head of Office or the competent authority. The Certifying Authority also asks for that person's government identity document. Send both with the rest and we put them with the application.

**Is a Class 2 or a Class 3 DSC required?**

We issue Class 3 only. Some department material recommends a Class 2 signing certificate for eOffice, while the Certifying Authority's own list of classes still defines Class 2 and says a Certifying Authority may opt out of any class. Other government circulars name Class 3. Ask your department which class its portal asks for, and we will tell you plainly whether our Class 3 fits.

**Can a panchayat secretary use a Class 3 DSC on eGramSwaraj?**

The eGramSwaraj portal registers a certificate for each panchayat and publishes a registration and approval status page, but it does not publish which class it wants, so we cannot tell you from the portal. Tell us the portal and the state, and we will check what that install asks for before you pay.

**I work for a PSU or a university. Is this the same certificate?**

Yes, it is the same certificate. A PSU, an autonomous body or a university is an organisation for this purpose, and its officer signs in their own name with a Class 3 certificate. If the signature has to be in the organisation's name instead, that is the organisation DSC, which is a different certificate.

**Can I use one certificate on eOffice, PFMS and a tender portal?**

Yes. One Class 3 signing certificate works on eOffice, PFMS, IFMS and most department portals. Each portal enrols it once, on its own, and that step is yours to do on the portal. A tender portal that opens encrypted bids also needs the encryption half, which is the combo.
